§ 10-1. Definitions.

  • For the purposes of this article the following terms, phrases, words and their derivations shall have the meaning given herein:

    Authorized garbage, waste and trash collection service: A city-operated or -franchised collection service.

    Commercial trash: All accumulations of paper, rags, excelsior, wooden, paper or cardboard boxes or containers, sweepings and any other accumulation not included under the definition of garbage, generated by the operation of stores, offices and other business places; commercial trash shall include furniture, appliances, car parts, tires and all other accumulations not included within the definition of garbage.

    Construction refuse: Any waste generated from the construction, demolition, renovation, repair, alteration, removal of any building, structure, premises or combination thereof, which because of it's nature and volume, would not ordinarily be defined as garbage or household trash.

    Garbage: Putrescible animal and vegetable wastes resulting from handling, preparation, cooking and consumption of food. Garbage shall include all kitchen and table refuse, offal and every accumulation of animal and vegetable matter that attends the preparation, decay, dealing in the handling of storage of meats, fish, fowl, game, fruits, vegetables or vegetable matter.

    Garbage receptacle: A container of not greater than thirty-gallon capacity or less than twelve-quart capacity which shall be free of jagged or sharp edges, shall not have inside structures, such as bands, reinforcing angles or any restriction within that would prevent the free discharge of contents, and shall be waterproof of impervious material, provided with a tightfitting cover and have exterior handles by which the container may be lifted, or a waterproof bag not less than one and one-half (1½) mill thickness with top securely closed.

    Garden and yard trash: All accumulations of grass, palm fronds, leaves, branches, shrubs, vines, trees, tree stumps and other similar items resulting from maintenance of lawns, shrubs, gardens and trees.

    Household trash: All accumulations of waste material from the operation of a home, which is not included within the definition of garbage. Household trash shall include all appliances, furniture, yard toys and building material wastes from do-it-yourself projects.

    Industrial waste: Any solid wastes generated or industrial processes that are not hazardous wastes, but which because of their volume or nature, do not lend themselves to collection, incineration, or disposal commingled with ordinary solid waste; or which, because of their nature and surrounding circumstances or for any reason of safety or health, should be disposed of more often than the collection service schedule provided for in the collection agreement; or which, because of their nature, should be handled as a special solid waste agreement.

    Mechanical containers: Any storage container normally manufactured by refuse collection equipment firms. The container shall be of a type approved by the city and shall be so designed to permit efficient emptying by mechanical collection equipment and shall be equipped with tightfitting hinged tops.

    Pathological waste: Any tissues, organs, body excretions or solid organic waste from hospitals, laboratories, clinics or similar sources.

    Recyclable material: Recyclables are materials which can be removed from the solid waste stream and reused in manufacturing, agriculture, power production, or other processes and which, for the purpose of this article, are defined as:

    (1)

    Newspapers. Daily newspapers, including inserts.

    (2)

    Glass. All unbroken, clear, brown, and green glass containers. Blue and flat glass, window glass, dishes, crockery, etc., are excluded.

    (3)

    Metal cans. Aluminum and bi-metal.

    Recycling container: A plastic, color-coded, eleven-gallon capacity container, used for the storage collection of recyclable material, or any other container identified for recyclable material storage/collection.

    Refuse: All putrescible and nonputrescible solid wastes (except body wastes) including garbage, trash, street cleanings, or discarded materials of whatever kind.
