§ 10-3. Location of containers.

  • Collections of garbage, household, garden, and yard trash shall be made from the curbside for residential units. The receptacle provided by the owner or occupant of the premises shall be located, prior to 7:00 a.m. on the assigned collection days, at a front curbside location within a distance of ten (10) feet from the travelled portion of the public street or road adjacent to such premises in such a manner as not to obstruct pedestrian or vehicular passage. The receptacles shall be removed from the curbside location not later than 7:00 p.m. on the day the contents thereof are emptied and collected. Rear yard service will be available as provided in section 10-8. For residents utilizing rear yard service, the receptacle provided by the owner or occupant of the premises shall be located as close as possible to the building rear and adjacent to the building/buildings, at ground level or on a platform not more than three (3) feet above ground and easily accessible to the refuse collector, and the receptacle must have a removable plastic bag not less than one and one-half (1½) mill thick inserted with the top securely closed. Mechanical containers shall be located at the building rear, if possible, adjacent to the building and easily accessible to the refuse collector's route. All receptacles and mechanical containers shall be confined from public view. No complete enclosure is permitted; however, a partial partition may be erected not to hamper easy accessibility to the container by the refuse collector. An area adequate for the refuse collector's truck on the same property and adjacent to the mechanical container shall be reserved for the pickup of such container; this area shall not be used for parking, primary access to the property, or any other use that would hamper the refuse collector's free access to the container.

    Containers in areas operated and maintained by the city are exempt from this section.
