§ 10-5. Accumulation and disposal.

It shall be unlawful for any person to place or permit the accumulation of refuse on property whether owned or occupied by such person in excess of seven (7) days, or to dispose of any refuse except through the authorized garbage, waste and trash collection service or as provided in sections 10-10 and 10-12, or to store garbage in other than garbage receptacles or mechanical containers. No refuse will be collected from vacant lots.
