§ 12-3. Same—Powers and duties.

  • The Cocoa Beach Library Board shall have the following duties:

    (a)

    Bylaws: Serve in advisory capacity to the Brevard County Library System and recommend operating policies and procedures. Elect such officers and appoint such committees as the board may believe to be desirable for the efficient operation of the library, and adopt such bylaws as to the board may seem necessary and proper to govern the operation of the board. The bylaws shall be approved by the city commission.

    (b)

    Library director: Work with the Library Director to ensure that the best possible library services are available to the public. The board may at the discretion of the Library Services Director, participate in the selection of the library director with final selection to be made by the Library Services Director.

    (c)

    Policies and procedures: Recommend programs, policies, procedures and methods to increase the efficiency and effectiveness of the administrative function of the free public library service. Create, foster and coordinate interest by the local community in the operations and programs of the library.

    (d)

    Hours of operation: Recommend the regular hours of operation of the library in conformity with the funding specified in the Brevard County operational budget. Closing for holidays, emergencies such as hurricanes, and for facility maintenance or repair will be set by the county.

    (e)

    Donations: May receive and decline monetary donations from any person, firm or company and retain such funds in Library Board bank account(s). All donations of books, and other media, supplies, equipment, furniture, and other tangible property to the library shall be deemed property of the Brevard County Free Public Library District.

    (f)

    Budget: Review an annual proposed Brevard County operational budget and submit information copy to Cocoa Beach City Manager.

    (g)

    Fiscal practices: Advise and consult with library director regarding transactions in income and expenditure of county funds. Approve transactions in income and expenditure of noncounty funds. May establish a bank account or accounts and may designate those persons who may sign checks or drafts on said account or accounts. Shall maintain an accurate set of financial books and records with regard to noncounty funds, which shall be available for the examination of the city manager or his designated agent, and for audit by the city auditor. Any books, supplies, equipment, furniture, or other tangible property purchased with noncounty funds shall be deemed property of the Brevard County Free Public Library District, with the exception that the Library Board may retain ownership of photocopy machines and supplies or other income producing equipment or tangible property purchased with non-county funds.

    (h)

    Annual report: Shall submit an annual report to the city commission showing usage of books, the number of patron visits, the total number of books in the library, the number of books purchased for the preceding year, major programs and accomplishments of the year, and such other information as the commission may desire concerning the operation of the library.

    (i)

    Meetings: Shall hold at least ten (10) regular meetings a year, and such other meetings as the board may deem advisable, and the dates for said meetings shall be fixed by the board.
