§ 15-4. Begging and mendicant vending.

  • It shall be unlawful for any person to beg or to occupy the city sidewalks, streets or other public places as a mendicant vendor soliciting contributions under the guise or pretext of selling pencils, shoestrings or other trinkets; except, however, that this provision shall not be construed to prevent street musicians of real music merit from rendering music on the streets in the daytime and taking a collection therefor when so authorized in writing by the city manager.
