§ 19-5. Schedule of fees, rates and charges—Sewer.

  • (A)

    (1)

    The city commission shall adopt by resolution the monthly service rates.

    (2)

    City disconnection/reconnection charges: are to be adopted by resolution.

    (3)

    Utility billing procedures and schedules will be set by internal policy.

    (B)

    Special assessment liens: Special assessment liens shall be levied against all property abutting on sewer laterals or gravity lines installed by the City of Cocoa Beach, in an amount which is approximately equal to the average cost of installing said lines. Special assessment liens may be paid in cash, or may be paid over a period of ten (10) years, with interest at six (6) per cent on the unpaid balance.

    (C)

    Connection charges: Number of seats for restaurants without lounge, cocktail bars and lounges shall be determined at one (1) seat per fifteen (15) square feet of net floor area. The following connection charges are hereby established:

    (1)

    Single-family residential ..... $2,200.00

    (2)

    Multiple dwelling units, other than motels and hotels, per unit ..... 2,200.00

    (3)

    Motels and hotels:

    a.

    Per room, without kitchen facilities ..... 1,300.00

    b.

    Per room, with kitchen facilities ..... 1,500.00

    (4)

    Restaurant without lounge, per seat ..... 150.00

    (5)

    Cocktail bar, lounge, per seat ..... 100.00

    (6)

    Laundromat, per machine ..... 2,200.00

    (7)

    Other commercial or nonresidential units will be determined by dividing the actual or estimated daily flow by the established residential equivalent of two hundred seventy-five (275) gallons per day to determine the number of equivalents to the nearest tenth. Equivalents and fractions thereof will be multiplied by two thousand two hundred dollars ($2,200.00).

    As to those properties outside the city limits of the City of Cocoa Beach, the connection charges shall be the same as above, plus a fifty (50) per cent surcharge, providing the city commission approves the connection to the system based on the system's capacity.

    (D)

    Permit fees: A six dollar ($6.00) permit fee is required to be paid on each application for connection to the sanitary sewer system.

    (E)

    Surcharge: Any person discharging air conditioning water into the sanitary sewer system under authorization from the city manager shall pay a surcharge of twenty dollars ($20.00) per month. The provisions of this paragraph shall only be available to owners of single-family residential property who are unable to provide an alternate method of water disposal and who have installed a solenoid or its equivalent on the air conditioner.

    (G)

    Monthly sewer charges to Patrick Air Force Base: Monthly charges to serve Patrick Air Force Base will be based on approved contract provisions.

    (H)

    The city manager is authorized to provide a method of credits to sewer bills when water use billed to the user is not deposited in the sewer system. Such procedure shall be approved by resolution of the city commission.
