It shall be a violation of this article for any person to dump or deposit any wood,
metal, glass, refuse, construction equipment, trash, paper, grass, sewerage, or any
foreign or unsanitary matter or liquid into the narrows, canals, major canals, waterways,
or waters within the city limits, or to cause or permit any of the same to fall, seep
or flow therein from any source which said person, persons, firm or corporation owns
or has the right to control.
