§ 12-4. Rules and regulations.

The public library shall be open to the free use of the public; however, the board may provide rules and regulations for the use of the library and its facilities within the framework of county library policy, and may, directly or through the librarian or other employee, deny such use to such person or persons as may violate the rules and regulations.
