§ 14-12. Emergency medical services (EMS); advanced life support/water rescue.

  • (a)

    Unless otherwise authorized by the fire chief, the Cocoa Beach Fire Department shall be the sole provider for emergency medical services. The number of emergency medical services personnel and the level of emergency medical care services necessary shall be determined by the city.

    (b)

    Two (2) emergency medical technicians (EMTs) shall be required for the first two thousand five hundred (2,500) or less persons attendance per day. Attendance above two thousand five hundred (2,500) persons shall require two (2) additional EMTs for each additional two thousand five hundred (2,500) or any part thereof. For events over two thousand five hundred (2,500) persons, there shall also be an advanced life support capability, with a minimum of two (2) certified emergency medical personnel, one (1) of which shall be a certified paramedic.

    (c)

    The city shall establish the appropriate time frames emergency medical services personnel are needed for each aspect of the special event. The applicant(s) will provide a tentative schedule of activities for each day of the event at the planning meeting. Because the final activities schedule may change, the police or fire department supervisor shall have the authority to adjust the EMS work schedule to cover those activities which may require additional emergency medical care services in agreement with the applicant(s).

    (d)

    If EMS services are waived by the fire chief, fees due to a private EMS contractor or the public fire department for extended services shall be the responsibility of the applicant(s).

    (e)

    In the event the applicant(s) is authorized to utilize certified emergency medical technicians for standby, both private or from an agency other than the Cocoa Beach Fire Department, the applicant(s) shall ensure that the requirements for emergency medical services are met as agreed in the planning meeting.

    (f)

    All special events involving open- and break-water ocean and lagoon system activities that include boats, personal watercraft, canoes, kayaks, paddle boards, surf and boogie boards, and/or swimming shall require a two-person water rescue team with an approved rescue craft.

    (g)

    The method for determining fire department/EMS personnel and equipment costs, to be paid by the applicant(s) of the event, shall be as set in the fee schedule.
