§ 6-3. Schedule of fees and charges.

  • (a)

    Establishment of fees. The city commission hereby establishes a list of matters, tasks, or services pertaining to the building code for which the city shall levy a fee or charge. It is the intent of these regulations that Cocoa Beach shall not be required to bear any part of the cost of applications or petitions made under the Florida Building Code and that the fees and other costs involved in the processing of applications or petitions shall be borne by the applicant. Fees may be charged for, but not limited to, the following:

    (1)

    Permits;

    (2)

    Plans examination;

    (3)

    Certificates of competency (including fees for applications, examinations, renewal, late renewal, and reciprocity);

    (4)

    Re-inspections;

    (5)

    Administrative fees (including fees for investigative and legal costs incurred in the context of certain disciplinary cases heard by the board);

    (6)

    Variance requests;

    (7)

    Administrative appeals;

    (8)

    Violations; and

    (9)

    Other fees as established under the schedule of fees adopted by resolution of the city commission.

    The commission may also adopt by resolution provisions for the waiving or reduction in fees.

    (b)

    Schedule of fees. The schedule of fees and charges shall be posted in the offices of the building official and the city manager. The charges shall be authorized and adopted from time to time by resolution of the city commission.

    (c)

    Valuation for purposes of calculation of permit fee. If, in the opinion of the building official, the valuation of building, alteration, structure, electrical, gas, mechanical or plumbing systems appears to be underestimated on the application, a permit shall not be issued, unless the applicant can show detailed estimates to meet the approval of the building official. Permit valuations shall include total cost, such as electrical, gas, mechanical, plumbing equipment and other systems, including materials and labor. The permit valuation may be calculated using the latest building valuation data published by the Southern Building Code Congress International or other applicable model code organization, at the option of the building official.
